Ohio vehicle title transfers require the seller to sign the "Assignment of Ownership" section of the title in the presence of a notary public. While the buyer's presence is not required, the seller must provide the buyer's name and address "open" titles are not valid in Ohio. The buyer will then complete the "Application for Certificate of Title" section at the Bureau of Motor Vehicles.
In Ohio, a Notary Public is not authorized to directly certify copies. Instead, the document custodian certifies the copy by declaring, "I certify this as a true copy of the original document," signing the statement, and informing the Notary Public of the required notarization type, either a jurat or acknowledgment.
